Don Hemphill spends much of his professional time in the representation of or consultation with Iowa cities in all aspects of Municipal Law and has done so for most of his 45 years in practice. He is a member and twice President of the Iowa Municipal Attorneys Association, the Government Practice Section of the Iowa State Bar Association and is a member of IMLA, the International Municipal Attorney’s Association. He regularly lectures at professional organizations on municipal and public law topics.
